In Coherence in The Qur'an: A Study of Islahi's Concept of Nazm in Tadabbur-i Qur'an (1986), Mustansir Mir maintains that

a reader of the Qur'an will be struck by the fact that the Qur'an, instead of exhaustively treating one theme in one place before taking up another, keeps coming back to its themes in various surahs, and [s]he may get the impression that the Qur'an is repetitive. The Qur'an views the matter differently. It uses the terms tasreef al-ayaat, which signifies not "repetition of verses," but "presentation of verses (or signs) from various angles." (p.60)

In a footnote to the above, Mir states that "the expression tasreef ar-riyaah (2:164; 45:5) means 'to cause winds to blow in different directions'." The verb sarafa from which the word tasreef is derived means "to turn away, divert, avert, propound, set forth, vary" and is used in (6:65) to mean "explain in a variety of forms":

In what follows, I should like to briefly demonstrate this 'turning' of signs/messages/indicators (ayaat) to "explain in a variety of forms" within The Qur'an [=The Proclamation of God/Allah to Humanity] with reference to the issue of justice.

The Qur'an (57:25) states:

We sent aforetime our apostles with Clear Signs and sent down with them the Book and the Balance (of Right and Wrong), that human beings might be advocates/stand forth with justice...

Thus, The Book (Al-Kitaab) and The Balance (Al-Meezaan) were sent down by God/Allah for (li) the purpose of (enabling) humanity to become advocates on the basis of (bi) justice (Al-Qisth). This sign/message/indicator (ayat) links to (4:135) which states:

O you who are secure in your commitment [to God/Allah]! Be advocates/stand out firmly with justice, as witnesses for God/Allah...

As I have attempted to show in a previous post, terms appearing in (4:135) are readily 'turned' into those appearing in (5:8) which states:

O you who are secure in your commitment [to God/Allah]! Be advocates/stand out firmly for God/Allah, as witnesses with justice...

Significantly, (5:8) goes on to connect the notion of justice (qisth) to the notion of equalisation ('adl):

And do not let the hatred of others make you swerve from equalising [treatment of people]. Be equalising [in your treatment of people]: that is closest for the attainment of self-preservation...

Thus, one can trace the 'turning' of signs/messages/indicators (ayaat) from tyranny to balance (55:8), from balance to justice (57:25), from justice to equalising treatment of people and the attainment of self-preservation (5:8), and from self-preservation to self-development and cultivation through pruning for a successful harvest in the Afterlife (91:7-10).
